1.2 million bets placed in Connecticut during first week of legal wagering

GeoComply reported that during the soft launch from October 12 to October 19, over 1.2 million betting transactions have taken place. This, when compared with Connecticut’s 3.5 million population, has seen the state ranked 9th in sports betting and casino traffic per capita in the United States.

The three-year deal comes into effect from January 2022 and will also include support for men’s and women’s team across senior and youth level.

Malta and Phillipines remain on FATF grey list

The pair were placed on the list back in June after FATF deemed them to have “strategic deficiencies in their regimes to counter money laundering, terrorist financing, and proliferation financing”.

Malta subsequently made a high-level political commitment to work with the FATF and MONEYVAL to strengthen the effectiveness of its AML (anti money laundering) and CFT (counter terrorist financing) regimes, although FATF said it will have to continue to do so in order to be removed from the list.

FATF said: “Malta should continue to work on implementing its action plan to address its strategic deficiencies, including by continuing to demonstrate that beneficial ownership information is accurate and that, where appropriate, effective, proportionate, and dissuasive sanctions, commensurate with the money laundering and terror financing risks, are applied to legal persons if information provided is found to be inaccurate.”

FATF also suggested that those who do not supply the necessary information should be met with “effective, proportionate, and dissuasive sanctions”.

Among Malta’s suggested actions going forward was making greater use of its Financial Intelligence Unit’s (FIU) in order to support authorities pursuing criminal tax and related money laundering cases, and producing intelligence to help the Maltese authorities better identify high risk cases.

With regards to the Philippines – which was placed on the list in June due to “risks associated with casino junkets” – FATF claimed the country had “taken steps towards improving its AML/CFT regime”, doing so by developing and implementing guidance on delistings and the unfreezing of assets.

However, it added that it must show more work in the implementation of its action plan, particularly around junkets.

FATF said: “The Philippines should work to implement its action plan by demonstrating that effective risk-based supervision of DNFBPs (designated non-financial businesses and professions) is occurring, demonstrating that supervisors are using AML/CFT controls to mitigate risks associated with casino junkets, and implementing the new registration requirements for MVTS and applying sanctions to unregistered and illegal remittance operators.”

The body also suggested that the Philippines could increase its use of financial intelligence money laundering investigations and prosecutions in line with risk.

New Hampshire sports betting handle reaches record $68.1m in September

Revenue for the month amounted to $3.8m, up from $2.3m in September of 2020 and also 136.3% higher than $1.6m August of this year.

Mobile sports betting accounted for $3.2m of all revenue in September, while the remaining $548,552 was generated at retail sportsbooks across the state.

In terms of handle, this reached a $68.1m, comfortably surpassing the previous monthly-high of $60.0m set in January this year.

Players wagered $50.5m on mobile during the month, as well as $17.7m at retail locations.

OLG pays CAD$31.3m to municipal partners in Q2

Under the Municipality Contribution Agreements, OLG makes payments to communities across Ontario that host gaming facilities.

All gaming sites in the province had re-opened by 16 August 2021 following the effects of the novel coronavirus (Covid-19) pandemic.

Host communities have so far received more than $1.76 billion in non-tax gaming revenue.

Minister of Finance Peter Bethlenfalvy said: “Our government is pleased that land-based casinos have reopened safely and are contributing to our provincial economy again.

“Host communities are once again benefiting from local employment and the financial proceeds that support vital services through Municipality Contribution Agreements.”

ANJ: Operators may not limit stakes without “legitimate reasons”

The regulator reported that it has received complaints from sports bettors in recent months, outlining that operators had refused to take their bets.

On October 21, ANJ released a document outlining deliberation on the issue.

It first stipulates that refusing to provide a service to a consumer is prohibited under article L. 121-11 of the French Code of Consumption. However, ANJ emphasised that this article does not address gambling operators specifically, and that the context must be taken into account.

If article L. 121-11 is violated, operators can be fined up to €1,500, which could be increased to €3,000 if the violations are repeated.

ANJ also ruled that refusing bets could constitute deceptive marketing tactics. Article L. 121-2 of the French Code of Consumption defines deceptive marketing in part as: “false or misleading allegations, indications or presentations relating to one or more of the following: a) The existence, availability or nature of the good or service…”.

In addition, offenders could receive two years in prison and a fine of €300,000.

ANJ concluded that operators cannot refuse bets from a player, unless the operator has a legitimate reason as designated under article L. 121-11 of the French Code of Consumption. This means that an operator could argue that it has a legitimate reason not to accept a sports bet from a patron.

Legally defined legitimate reasons include refusing to allow a minor, someone who has self-excluded or an excessive bettor to gamble.
